One of the most powerful weapons in Oblivion, yet easily obtained: simply purchase it from Rindir’s Staffs in the Market District of the Imperial City (about 5,500 gold). This wonderful staff blasts a target for 33 points of damage each of fire, frost, and shock (that’s nearly 100 points per hit on most opponents). It is a great weapon for low-level players needing an extra offensive edge.

As Oblivion uses a level-adjustment system to tailor the player challenges to the player level, stronger creatures become visible as the player levels up. Below is a table showing the minimum level required to encounter various creatures (Level 1 creatures omitted).

This seems to be clearly a bug in the beast rather than just a clever use of the tools, but regardless: it will allow you to spawn multiple copies of many kinds of items.
What it generally cannot duplicate are unique, named, or quest items. What it can replicate are things like empty soul gems, lockpicks, precious stones, generic weapons and armor, potions, and even spell scrolls.
The steps to duplicate items sounds complex on reading, but actually is pretty simple in practice. Before you begin, you’ll need a bow (any bow) and at least two different kinds of arrows (say, steel and iron). Here are the steps:
1) Equip your bow and one type of arrow, then draw your bow but DO NOT SHOOT.
2) With bow drawn back (holding the attack button, in other words), press the inventory button (B on the XBox). You may now release the attach button.
3) In your inventory find a different type of arrow, then press accept (A button) two times. The first press changes the arrow type, but the second press will give a message about changing while attacking; fine.
4) Now while in your inventory highlight the item you want to duplicate and highlight it.
5) Press the Drop button (X on the XBox), then close the inventory.
6) If successful, somewhere between 6 and 70+ of the item will spill onto the floor.
In experimenting it was found that for some items it had to be done twice (with lockpicks, for example). It seems this was only when the item to be duplicated had 2+ already in inventory.

Between the Imperial City and Chorrol is Ft. Nikel (Fort Nickel, to some), an abandoned old fort now overrun with bandits. It can make for a fun gladiator games spectator experience, if played right.
Finding the door inside is a bit tricky, but it is there amongst the ruins. Once inside you’ll often battle one bandit. Having dispatched him, work your way around to one side or the other (you don’t need to go through the locked gates) until you can see the bandits milling around in a courtyard below you. Try to remain sneaky - we don’t want them riled up too early.
When ready, strike one of them with, say, a fireball. You are pretty safe on your elevated walkway. Try to stay back and out of the way, at least initially, as the bandits turn on one another and battle it out. It is comical listening to the taunts they throw each other’s way as they fight it out.
Eventually, only one will be left. Simply jump down and finish him or her off, then go loot collecting from the corpses. The bandits respawn every so often, so you can revisit (or just use the Wait feature) every so often for more arena specatator fun.

Paintbrushes can be found in many places in Oblivion; it seems everyone likes to paint! Paintbrushes also have an unusual characteristic in Oblivion: the brushes defy gravity! Simply place one (using the “move” button Z or the left bumper) about waist-high and release…it will remain there. You can them jump upon it and place another brush higher, thus building a paintbrush ladder to the heavens.

The staff of Worms can be found by killing Mannimarco, the King of Worms, at the end of the Mages Guild quest line. The staff allows the player to reanimate a dead human or humanoid, such as a dead human character or guard. The reanimation lasts 30 seconds, and during that time the reanimated character will by your ally, fighting any of your enemies. They will also follow you.

The Veil of the Seer is available only at Edgar’s Discount Spells in the Imperial City Market District (and only while supplies last). It provides a Detect Life in 60 feet and Willpower +5 ability.
